Paul’s Place Update January 15, 2021
As 2021 begins, we would like to provide DCMH board members, Paul’s Place donors, and community members and partners with an update on our progress.
Under the leadership of Reed and Susan Youmans, Marty West, and former Mayor Robb Davis, we achieved our initial fundraising target of $5 million in February 2020. We are particularly grateful to Sutter Health for its generous grant of $2.5 million, Partnership Health for a grant of $750,000, and to the many generous Davis community members who have supported this innovative response to homelessness by contributing funds, expertise, time and resources.
While the COVID pandemic and its stay-at-home orders have slowed our progress, we have been able to move forward on Paul’s Place City approvals, architecture, and engineering. We look forward to breaking ground on construction this year.
Paul’s Place Overview
Davis architect Maria Ogrydziak designed Paul’s Place as a village of “stacked tiny houses” set atop ground-floor spaces where wrap-around services could be provided. Paul’s Place will be a beautiful, new multi-functional structure designed to serve the most vulnerable individuals living homeless in Davis and will replace the dilapidated Davis Community Meals and Housing (DCMH) facility that has operated at 1111 H Street for decades. It is an innovative, one-of-a-kind structure that will include:
• Beautiful outdoor space to enrich the neighborhood.
• A first floor Resource Center with enhanced program space to connect participants with public benefits, housing and employment opportunities, and health and human services — as well as basic
needs for food, clothing, showers, restrooms, and laundry facilities. It also will feature four new emergency shelter beds for law enforcement and other service providers to help people in crisis get
off of the streets.
• The second floor features transitional housing that will provide 10 single residence bedrooms, a communal kitchen, family room, bathrooms and laundry.
• The third and fourth floors will have a total of 18 300-square-foot private micro-unit apartments of permanent supportive housing, two of which will be accessible for those with physical disabilities, and where all residents will have access to wraparound services to help ensure stability and independence.
Highlights from 2020
In May, the project was recommended for approval by the Planning Commission on a vote of unanimous support.
In June, the project was approved by the City Council with unanimous support.
During May and June, DCMH sought legal advice regarding Paul’s Place operating entity, accounting, financial controls, and business operations from Russell Austin of Murphy Austin Adams Schoenfeld LLP, and Scott Galbreath of Gilbert CPAs. Written guidance was received from both firms in June and incorporated into the Paul’s Place Policies and Procedures Manual outlining financial controls, legal considerations, and reporting requirements.
On July 15, the DCMH Board adopted resolutions to create the Paul’s Place Construction Oversight Committee (PPCOC), approve a budget for completing the architectural design and engineering, and approve financial controls and contracting procedures for the project. Christine Taylor was appointed to maintain the accounting book for Paul’s Place and has since provided full financial reports of all Paul’s Place activities covering each month since the Paul’s Place bank account was opened.
Since July, the PPCOC has assembled a team of design professionals led by Maria Ogrydziak that includes OPA Architects, Cunningham Engineering, Pemberton Structural Engineering, and many others to complete all aspects of the project design documents. Our construction partner, Steve Harrison of Harrison Construction, has been integral to the design process and has provided valuable input into constructability and cost/benefit issues throughout the process.
Fundraising Efforts Continue
As of December 31, 2020, we have raised over $5.4 million. Though we have reached our initial fundraising goal of $5 million for design and construction, we continue to strive toward our ultimate fundraising goal of $7 million. The additional $2 million will cover an endowment for maintenance and operations, reserves for replacement, furnishings, and relocation and temporary housing for the current residents of 1111 H Street. We have received assistance from both Yolo County and the City of Davis to purchase the duplex next door at 1101 H Street to use for our Transitional Housing Program during the construction of Paul’s Place.
We are still seeking additional donations, new donors, and funding to reach our overall goal of $7 million, which we hope to achieve by the end of this year.
Currently, we are finalizing architectural construction documents, specifications (such as finishes, appliances, and plumbing fixtures), structural and energy calculations, and site civil engineering plans. We plan to submit project construction documents to City building officials for plan check in early 2021.
It will take several months for City representatives to review and provide comments, and then for our consultants to make revisions.
We are hopeful that we will be ready to break ground in the summer of 2021, with an anticipated completion in mid to late 2022.
